Overview of the General Education System

The Republic of The Gambia, the smallest country in Africa, is situated in West Africa, bordered by Senegal and the Atlantic Ocean. It is notable as the birthplace of Kunta Kinteh, a figure from Alex Haley's "Roots,". The land has a complex history marked by the slave trade, with an estimated 3 million people taken during colonization.

The region was also influenced by Arab traders in the 9th and 10th centuries and became part of the Malian empire by the 14th century. In the late 17th and 18th centuries, Britain and France vied for control over the Gambia River, which was formally assigned to Britain by the Treaty of Versailles in 1784. Gambia became a British Crown Colony and gained independence. In 1982, on February 18, 1965. It briefly joined the Senegambia Confederation with Senegal but withdrew in 1989.

Today, the education system in the Gambia follows a 3-6-3-3-4 structure composed of three years of early childhood education, six years of lower basic (primary), three years of upper basic (lower secondary), three years of senior secondary education, and four years of higher education. Rooted in the 1997 Constitution, the right to free and compulsory basic education is a constitutional guarantee.

Since 2013, the Gambian government has gradually implemented free education. It is established initially at the primary level, followed by lower secondary in 2014 and upper secondary in 2015. Despite this commitment, infrastructural deficits limit the full realization of universal access, especially in rural regions.

The Ministry of Basic and Secondary Education (MoBSE) and the Ministry of Higher Education, Research, Science and Technology (MoHERST) oversee educational policies and development. The MoBSE emphasizes curriculum reform that centers on Science, Technology, Agriculture, and the Arts to foster a technologically literate society. English is the medium of instruction at all levels.

Education data highlight mixed progress as primary school completion rates are higher for girls (69%) than boys (61%). However, this trend reverses at upper secondary where only 28% of girls complete schooling compared to 31% of boys. Literacy remains low overall at 40.1%, with a strong gender gap and disparities linked to rural-urban location.

Special education is guided by international frameworks such as the Convention on the Rights of the Child (CRC) and the Convention on the Rights of Persons with Disabilities (CRPD), though implementation remains limited. Technical and vocational education is offered by institutions such as the Gambia Technical Training Institute, established in 1983 in collaboration with UK-based qualifications bodies like City & Guilds and Pitman.

In The Gambia, compulsory education spans six years, covering Grades 1 to 6 (Lower Basic Education). These foundational years are meant to be free and universally accessible, but geographic, financial, and cultural obstacles continue to hinder actual access and retention. At the end of Grade 6, students take a national examination that determines their progression to upper basic levels.

Following Lower Basic, students enter a three-year Upper Basic cycle (Grades 7–9). Although this stage is not technically compulsory, policy reforms have expanded access by removing tuition fees. However, hidden costs such as school supplies and uniforms remain prohibitive for some families, especially in rural communities.

Students completing Upper Basic receive a Junior Secondary School Certificate, which enables them to continue to Senior Secondary (Grades 10–12). Here, students follow a core curriculum including English, Mathematics, Integrated Science, and Social Studies, with options to specialize in the sciences, arts, or commerce. Successful students sit for the West African Senior School Certificate Examination (WASSCE). Sadly, a selective system and a high dropout rate, particularly among girls, continue to limit equitable access to post-compulsory education.

Higher education in The Gambia comprises certificate, diploma, and degree programs offered primarily by The Gambia College and the University of The Gambia (UTG). Gambia College, established in 1978, offers non-degree training in various fields, including agriculture, nursing, education, and public health. Programs include two-year certificates and three-year diplomas. Admission typically requires three to five passes on the WASSCE or equivalent.

The University of The Gambia, established in 1999, is the only public university that offers four-year bachelor’s degrees in economics, social sciences, public health, nursing, and humanities, as well as six-year medical and surgical programs. Currently, graduate-level education is not widely available, though plans for expansion have been discussed.

There is no centralized body for accreditation, but institutions operate under the oversight of MoHERST. Despite efforts to expand access, higher education remains highly selective and constrained by limited infrastructure, faculty shortages, and emigration of trained professionals. New technical training centers and teacher colleges aim to diversify post-secondary options, but more investment is needed to scale capacity and align with labor market demands.
