Overview of the General Education System

The origin of the French education in its modern form may be traced to the founding of many monastic schools and book-copying centers under Charlemagne. In the year 789, all bishoprics were ordered to organize a school for non-ecclesiastic students. More church schools were developed in the following decades under the jurisdiction of the Catholic Church. The first university in France was founded in 1150, the University of Paris. Throughout this period the education, what would later become called Old French was not recognized as a proper language, and all education and literacy was taught in Latin. The status of the French language grew along with the influence of France itself and the development of its education until eventually it was made the official language of education in 1539. A large-scale effort to establish secular public education was undertaken during the Revolutionary period, but progress was thwarted by the Napoleonic Wars, jeopardizing even some of the already established educational institutions. Nevertheless, the push to increase access to education persisted after the revolution, and in 1833 access to primary education was made free, it was made free and mandatory for both boys and girls by 1882, while it took until 1926 for free secondary schools to begin operation. The most recent milestone for the French education system took place in 1998 when the Sorbonne Declaration was signed in Paris by the education ministers of France, Germany, Italy, and the United Kingdom, calling for the creation of what would later become known as the Bologna Process and the European Higher Education Area.

Education in France is overseen by the Ministry of National Education and Youth and the Ministry of Higher Education and Research, which are responsible for setting national standards, curricula, and policies for their respective levels of education. The Ministries coordinate with local education authorities across various municipalities to implement policies and reforms. Higher education institutions, including universities, must meet standards set by the Ministry of Higher Education and Research to receive accreditation, ensuring that they meet national academic and professional benchmarks. In addition to the national ministries, local education authorities under the municipal governments have some oversight over educational institutions in their respective localities, especially in terms of managing resources and maintaining school operations.

France operates a compulsory education system. The compulsory section of the education includes pre-primary education for children 3 years or older, followed by five years of primary education and four years of junior secondary, for a total of at least twelve years (including three years of pre-primary education). Students in France generally start education in early September and continue until May, split into two semesters. The academic year includes the summer break, fall break (also known as all saints break), winter break (also known as Christmas break), and spring break.

Non-compulsory education in France refers to the stages of education that are not mandated by law but are still widely pursued by students. These include senior secondary education (3 years beyond compulsory schooling for a total of 15 years), vocational education, and higher education (colleges and universities). To be eligible for admission to the first cycle studies of higher education institutions, a person must have attained at least upper secondary education and have passed the baccalaureate examination.

Besides regular academic education, vocational education is common in France and provides access to training in the skills required to quickly enter the workforce. Vocational education may begin as early as secondary level, replacing senior secondary school and allowing students to obtain vocational skills early before continuing to either complete vocational education or to university studies.
