Overview of the General Education System

The history of Estonia’s educational system dates back through centuries of cultural history, political changes, and innovation. High rates of literacy and musical education that came from choir music and folklore, shows education has long been a cornerstone of Estonia’s national identity. During the Soviet regime (1940s-1991), education was very centralized and ideologically controlled, yet academic standards and literacy remained high, and there was an emphasis on technical and vocational education. After attaining its independence in 1991, Estonia has rapidly engaged itself in transforming its educational system by adopting decentralization in governance, revision of curricula, alignment with European frameworks, and reforms which has taken place from 1990 to 2016, focusing on school autonomy, teacher professionalization, and inclusivity. Estonia took advantage of this situation and became a pioneer in terms of digitalization, using ICT technology in education and promoting itself as an “Education Nation”. Today, its education system represents a perfect combination of culture, democracy, and innovation, placing it among the most effective systems in Europe.

Estonian is the sole official language of Estonia. It has a great significance in all the aspects related to state, law, media, and education. Since it is tied to the national identity of the country, approximately two-thirds of the people speak Estonian as their native language while Russian and English serve as second languages.

The Ministry of Education (Haridus- ja Teadusministeerium) is the primary educational body in Estonia responsible for the oversight of the education system. In addition to being the main education ministry in the country, the ministry also performs all of the functions associated with establishing national education policy and setting curriculum standards at all levels through its various divisions dealing specifically with general, vocational, and post-secondary education as well as research and development, providing a comprehensive system of education and research oversight in Estonia. Furthermore, the Strategic Planning Framework 2021-2035 promotes the development of innovative and inclusive lifelong learning experiences that support digital literacy, all of which contribute to Estonia's position as an "Education Nation". Complementing this, the Estonian Quality Agency for Higher and Vocational Education (HAKA) provides institutional accreditation to postsecondary institutions to enhance their credibility and monitors these institutions and their programs for compliance with European Union standards. Together these organizations work together to promote Estonia's reputation as having an equitable, high-quality, and forward-looking education policy.

In Estonia, preschool education is offered from 18 months to age 7. It focuses on developing children as individuals, where learning occurs through play. Basic education (grades 1-9) is required by law, as well as the completion of an exam and a creative project in order to graduate. Upper secondary schools (grades 10-12) prepare students to pursue either higher education or vocational training. Students must complete state exams and produce a research project prior to graduating. Vocational education provides a flexible program and many vocational programs are developed in cooperation with local employers. Higher education is obtained from universities and professional educational institutions through Bachelor’s–Master’s–Doctoral cycle. Adult education and lifelong learning are also important in Estonia with digital devices as part of providing adults with access to education and lifelong learning opportunities.
