Overview of the General Education System

The Northwest Territories (NWT) as a province of Canada has a distinct education system because of its cultural diversity, geographic challenges, and relatively small student population. The system is supervised by the Department of Education, Culture and Employment (ECE). The agency is responsible for curriculum development, teacher certification, and policy oversight.

Education is provided across 49 schools in 33 communities. These communities serve fewer than 10,000 students each year, most of whom come from Indigenous backgrounds. To cater to this demographic, the NWT has implemented a curricula that integrate Indigenous languages, histories, and cultural practices. Two landmark programs are the Dene Kede curriculum, which incorporates the knowledge and worldview of Dene peoples, and the Inuuqatigiit curriculum, which reflects Inuit traditions, language, and perspectives. These programs ensure that students see their identities reflected in their education at the same time gaining competencies required at the national level.

Structurally, the school system provides education from Junior Kindergarten to Grade 12, divided into early years (JK–6), middle years (7–9), and senior secondary (10–12). Both English and French are recognized as mediums of instruction, with French Immersion and Francophone schools available, and additional programs supporting Indigenous languages.

Education governance involves the Minister of Education and Early Childhood Development alongside 10 education bodies. Each of these agencies manages schools at the community level. Over the last decade, reforms such as the Aboriginal Student Achievement Plan (2011) and the Education Renewal and Innovation Framework (2013) have aimed to boost literacy, attendance, and culturally responsive teaching.

Compulsory schooling in the NWT applies to children between the ages of five and 16. It covers Kindergarten through Grade 10. While early childhood education is not legally mandatory, the province funds two years of pre-elementary programs to improve school readiness. All because the territory aims to enhance literacy and numeracy and to provide structured learning before entry into Grade 1. Unlike in most of the provinces, graduation does not depend on standardized examinations. In NWT, students accelerate by earning credits through coursework aligned with curriculum standards developed by ECE in partnership with southern provinces. This framework promotes both inclusivity for Indigenous learners and comparability for those pursuing post-secondary opportunities in other parts of Canada.

Higher education in the Northwest Territories is centered around Aurora College. The institution is the territory’s sole publicly funded higher education institution. The college was established in 1999 following the division of Arctic College during Nunavut’s creation. Today, Aurora College operates three main campuses in Fort Smith, Inuvik, and Yellowknife. It maintains 21 community learning centers across the territory to make education more accessible to students in remote and Indigenous communities. The college offers a wide range of programs including certificates, diplomas, and applied degrees, as well as preparatory courses to support adult learners and those returning to education.

Admission to Aurora College programs requires a Grade 12 diploma or equivalent, but specific course prerequisites depend on the field. In some cases, mature students may enter through academic upgrading or bridging programs offered by the college.

Prominent fields of study include nursing, teacher education, social work, business, and trades training. These fields are designed to respond directly to labor market needs in the North. Aurora College also partners with southern universities to offer pathways to higher degrees. For example, its Bachelor of Science in Nursing program prepares graduates to write the NCLEX-RN licensure exam, and its Master of Nursing (Primary Health Care Nurse Practitioner Stream), delivered in collaboration with external institutions, provides advanced clinical education for northern healthcare professionals.

Oversight and accreditation are provided by the Department of Education, Culture, and Employment to guarantee that Aurora College is aligned with Canadian standards. Plans to transition Aurora College into a fully accredited polytechnic university are in progress. In fact, a structural reform is aimed at expanding program offerings to increase research capacity and better support northern economic development.
