Overview of the General Education System

The education system in Newfoundland and Labrador as a province of Canada is supervised by the Department of Education and Early Childhood Development (EECD). The agency handles the early learning and childcare, the K–12 public school system, public libraries, and support services for students with special needs. In history, the province’s education system was denominational, with separate Catholic, Anglican, United Church, and Pentecostal school boards. In 1997, following a provincial referendum and constitutional amendment, the system was restructured into a unified public system.

Currently, the province operates a four-level K–12 structure. The Primary Program (Kindergarten to Grade 3), Elementary Program (Grades 4–6), Intermediate Program (Grades 7–9), and High School Program (Grades 10–12).

Public schooling is widely accessible and is free for residents. Instruction is primarily delivered in English, though French immersion programs are commonly offered in English schools, while the entire Francophone schools are available for French-speaking communities through the Conseil scolaire francophone provincial.

The province houses more than 250 public schools and serves about 65,000 students. Four private schools operate independently, some with religious affiliations, and must still adhere provincial curriculum requirements. High school students are assessed through a combination of school-based evaluations and public examinations in selected courses, which account for 40% of the final grade. Newfoundland and Labrador’s education policy promotes inclusive education, integration of digital technology in classrooms, early literacy development, and curricular alignment with local labour market needs, specifically in areas such as skilled trades, marine industries, and natural resource sectors.

In this province, compulsory education applies from Grade 1 until the end of the school year in which a student turns 16. Although kindergarten attendance is optional, nearly all eligible children are enrolled, which makes it an unofficial entry point into formal schooling. The educational journey progresses through primary school (Grades K–3), elementary school (Grades 4–6), intermediate school (Grades 7–9), and secondary school (Grades 10–12), with curriculum transitions designed to progressively increase academic complexity and subject specialization.

Early childhood education before kindergarten is not compulsory, but it has the support of licensed child care centres and early learning programs regulated by the EECD. Students under the legal school-leaving age must attend regularly unless granted an exemption for approved alternative education arrangements, medical reasons, or special circumstances.

The higher education system in Newfoundland and Labrador caters public universities, public colleges, and private training institutions. Each of these contributes to the province’s academic and workforce development needs.

The primary institution, Memorial University of Newfoundland (MUN), established in 1925 as a memorial to those who died in the First World War, is the province’s only public university. It is also regarded as one of Canada’s largest universities by enrollment. The MUN offers a comprehensive range of programs at the bachelor’s, master’s, and doctoral levels in fields including ocean sciences, engineering, education, business, and medicine. It is widely acknowledged for its affordability, with some of the lowest tuition rates in the country for both domestic and international students.

The College of the North Atlantic (CNA) is the primary public college system, which opens over 100 certificate, diploma, and advanced diploma programs in trades, applied arts, business, technology, and health sciences. The CNA has campuses across the province and international partnerships, including a campus in Qatar. Aside from that, there are also specialised post-secondary institutions, such as the Marine Institute of Memorial University, which focus on marine engineering, fisheries, and ocean technology.
